教育部部长黄菊13日上午在北京召开部署“十一五”规划期末考试工作会议，决定自2005年12月开始实施统一的全国期末考试。根据规定，各高等院校在11月底前将期末考试的时间、形式和成绩纳入全国教育档案，12月份由国家教育部门统一发布考试报告。
